As a member of Hallen Environmental Services, LLC, management
team, Mr. Hickey as Manager, Construction Operations is responsible
for three departments that report to him that encompass obtaining,
supplying and executing remediation and site clean up projects.
He coordinates with and supports the Director, Environmental
Services in the marketing and proposal preparation and execution
of projects including negotiation with local unions. Coordinates
the proper preparation, risk evaluation and submittal of cost
estimates, proposals and bids. Supports the Contract and procurement
manager in ensuring the proper support is provided to the projects
and has ultimate responsibility for the allocation of best professional
and labor resources to projects to meet the Clients expectations.
Experience
Mr. Hickey brings over 28 years of practical field and management
knowledge in construction and subsurface utility projects with
related environmental experience to Hallen Environmental. He
has been responsible for subsurface utility operations for The
Hallen Construction Co., Inc., in the New York Metropolitan area
including training, planning, implementation, supervision and
coordination of approximately 300 employees. He annually manages
contracts totaling 50 to 60 million dollars for KeySpan Energy,
Iroquois Pipeline, Buckeye Pipe Line, Con Edison and Prysmian
Cable and Systems USA.
Other note worthy achievements at Hallen include providing significant
assistance in creating an alliance with the Brooklyn Union Gas
Company. This work effort included the development and implementation
of new work practices, creation of new contracts, capitalizing
on synergy savings, and cost savings sharing. He has also served
on numerous committees involving NYC DOT and The NYS Public Service
Commission. Mr. Hickey has also worked on committees as the Utility
expert involving Franchise Tax Rate cases. Mr. Hickey held the
position of Superintendent from 1990 to 1994 and Vice President
Utility Construction 1994 to 1999 when appointed Senior Vice
President, Operations.
Prior to working with Hallen, Mr. Hickey worked at METT Industries,
Inc. as Vice President from 1988 to 1990. While at METT he performed
annual contracts for the Customer Service, Distribution, Engineering
and Research and Development Departments of the Brooklyn Union
Gas Company.
From 1980 to 1988 Mr. Hickey worked at Kalb Construction, Inc.
as Field Supervisor. His responsibilities included the supervision
of 50 employees performing Plastic Inserts, Small Mains, Steel
Services, and Compressed Natural Refueling Stations work for
Brooklyn Union Gas Company.
Mr. Hickey started his career at Oceaneering International from
1978 to 1980 as a commercial diver. Work performed was maintenance
and inspections of gas and oil pipeline installations in the
Gulf of Mexico.

Mr. Hickey has also given presentations for Underground Construction
Technology on Contractor Alliances in 1998. He has given presentations
for Hallen’s emergency response for the World Trade Center
