As Director, Environmental Services for Hallen Environmental Services, LLC., Mr. Gill is responsible for the establishment of the necessary philosophy and control documents needed to complete remediation projects, proposal writing, cost estimating and schedule preparation for bids and projects and is the primary ‘seller-doer’ for the marketing and business development for the company and for the management and successful completion of remediation and site clean up projects for the company.

 

Experience

Mr. Gill has more than 21 years of consulting and management experience in environmental planning, design, construction, remediation and operations including directing, operations and project management, cost estimating, operational oversight and consulting on the planning, design and remediation of 162 TSCA, RCRA, CERCLA and NJ ECRA/ISRA and NJPDES regulated spill and hazardous waste construction/remediation projects for private and commercial clients.

Mr. Gill has worked on and completed projects nationally in 32 states and internationally in Guam, United Kingdom, France, Italy and Nigeria.

Mr. Gill has been responsible for the operational management of remediation division consisting of 165 personnel, a $20 Mil equipment inventory and crews working on up to 22 projects simultaneously in up to 14 States. Responsibilities have included divisional planning, bid and proposal preparation and review, subcontracting and budget/scheduling and project management on major government and private sector remedial investigation, design and remediation/construction projects. Mr. Gill has been involved in projects utilizing a wide variety of on- and off-site treatment/impoundment/disposal technologies including insitu and ex-situ bioremediation, soil venting, stabilization, dewatering, chemical fixation, centrifuge and filter press waste minimization, slurry cut-off and barrier walls, RCRA type multi-media caps, water treatment, physical/chemical treatment, secure landfills, incineration, thermal desorption and other methodologies. His previous positions include:

  • Kings Plaza, Brooklyn, NY. 12 AST and contaminated soils excavation, transportation and disposal and preparation for new construction.
  • Hexagon Labs, Bronx, NY. NYDEC superfund contaminated soils removal, transportation and disposal and site restoration.
  • Chevron, South Plainfield, NJ. NJ ISRA site Phase 1 & 2, and multiple contaminated soils remediation, design construct & operate a groundwater treatment system.
  • Millmaster Onyx, Berkeley Heights, NJ. NJDEP mandated design, construct and operate a groundwater treatment system, slurry wall and multi-media RCRA cap install, Sheetpiling, wetlands restoration, UST, sludge, buried drum removal and site restoration.
  • Reading, PA, construction management of a 200gpm groundwater treatment system.
  • Akzo Chemical, West Gallipolis, OH. 1,000,000 gallon Bio-sludge dewatering and lagoon stabilization.
  • Chevron, Perth Amboy refinery, NJ. NJDEP mandated 10-acre waste oil lagoon dewatering, product recovery and sludge drying project.
